Gift Card Close Out Checklist Requirement

Effective January 1, 2026, The Gift Card Program Close Out Checklist will be required for all new gift card close out requests. This checklist is designed to support the close out review process and assist department preparers in ensuring compliance and completeness.
Originally introduced as an optional resource in October 2024, the checklist has proven to be a valuable tool when completed thoroughly - streamlining reviews and promoting consistency across submissions. The upcoming requirement was formally announced during the Fiscal Compliance in Practice training session held in October 2025. Training materials and resources are available on the Gift Cards Training Library webpage.
Departments are encouraged to begin using the checklist now to prepare for the transition. While close out requests submitted before January 1, 2026 may still be submitted without the checklist, any requests submitted on or after that date without a completed checklist will be returned for revision.
